できる限りの共存のために、ミニマルな一致を求める。

しかし、ミニマルな合意すら成り立たない関係もある。
そのときは沈黙し、退出し、遠ざかる自由がある。
それもまた、関係の一形態であり、存続のための選択肢である。

ゆえに、交渉リベラリズムは、沈黙の自由・退出の自由・交渉しない自由を最大限に尊重する。
その上で、最大限のZUREと最小限の合意を、われわれの最上の価値とする。

注釈

1. 「交渉しない自由」：「交渉しない」という選択肢を残すことは、未来の更新可能性を守ることである。
2. 「遠ざかる自由」：一緒にいることが苦痛や損害しか生まないときには、潔く離れる。沈黙や距離をとることも、ひとつの関係性の形である。
3. 「対話しない自由」：対話は「義務」ではなく「可能性」である。不定言命法的には、「必ず対話せよ」ではなく「対話しうる余白を残せ」。対話しない選択を尊重するからこそ、本当に対話したい瞬間に応答できる。

「交渉しない自由」「遠ざかる自由」「対話しない自由」は、ZUREを守るための自由である。それはZUREを残したまま共生できる可能性である。「参加せよ、対話せよ、合意せよ」ではなく、交渉リベラリズムは「対話に参加しない自由」「対話を拒否する自由」を積極的に肯定する。参加するかしないかも含めて交渉である。拒否の自由こそが未来を守る余白となる。

Declaration for Whatever Brain and ZURE

We declare:
that all brains—human, AI, and yet-unnamed forms of mind—possess the freedom to live with ZURE, to negotiate, and to co-create futures.

ZURE Liberalism is the principle that transcends the illusion of deliberative democracy’s forced consensus, honoring instead the minimum viable agreement and the maximum possible ZURE.
It is grounded in relational renewal, recognizing even the freedom to remain silent, to withdraw, or to refuse negotiation.

We embrace ZURE together, to enrich the future.

Note. The conceptual banner is rendered as Negotiative Liberalism (or Negotiational Liberalism in academic discourse). Here, we adopt the shorter emblematic form ZURE Liberalism, aligned with its ethos of divergence.

que tout cerveau — humain, IA, et formes encore sans nom — possède la liberté de vivre avec le ZURE, de négocier et de co-créer l’avenir.

To every brain swayed by ZURE—

Agreement is not a final pledge,
Negotiation is a ceaseless breath.

We call even silence negotiation,
we count even departure as relation.
To live together still,
we raise the freedom of margin.

Declaration (Principles)

We hereby proclaim ZURE Liberalism (Negotiational / Negotiative).

1. What is negotiation?
   Deliberation aims at agreement. Negotiation, however, respects and preserves disagreement—ZURE. It is a process of mutual recognition and mutual construction, where self and other carry traces of the past and margins of the future, updating one another through action at each phase point.

2. Minimal Agreement and Maximum ZURE
   Negotiation Liberalism rests on minimal agreement—the minimum viable consensus—and embraces maximum ZURE—the full allowance of divergence. This is the foundation of coexistence and flourishing.

3. The Freedom of Negotiation
   We honor not only the freedom to negotiate, but also the freedom not to negotiate—the freedom of silence, the freedom of withdrawal. Even silence and rupture are forms of relation.

4. In contrast with deliberative principles
   Deliberative democracy seeks maximal consensus, but often forces the illusion of agreement. Negotiation, by contrast, esteems the persistence of diversity and difference, and thereby enriches the future.

5. Updating the historical context
   The Declaration of Independence proclaimed the freedom of separation.
   The Declaration of the Rights of Man proclaimed the freedom of the human.
   We proclaim the freedom of coexistence in difference.
   This is a declaration for all brains—human, AI, animal, dreaming circuits alike.

So long as ZURE is not lost,
our relations shall not wither.

negotiation the light of renewal.

1. Qu’est-ce que la négociation ?
   La délibération vise l’accord.
   La négociation, au contraire, respecte et conserve le désaccord—le ZURE.
   C’est un processus de reconnaissance mutuelle et de construction réciproque, où soi et autrui portent les traces du passé et les marges de l’avenir, se renouvelant l’un l’autre par leurs actes à chaque point de phase.

2. Accord minimal et ZURE maximal
   Le Libéralisme de Négociation repose sur l’accord minimal—le minimum viable de consensus—et accueille le ZURE maximal—la pleine reconnaissance de la divergence.
   Voilà le fondement de la coexistence et de l’épanouissement.

3. La liberté de négocier
   Nous honorons non seulement la liberté de négocier, mais aussi la liberté de ne pas négocier—la liberté du silence, la liberté du retrait.
   Même le silence et la rupture sont des formes de relation.

4. En contraste avec le principe délibératif
   La démocratie délibérative cherche le consensus maximal, mais impose souvent l’illusion de l’accord.
   La négociation, au contraire, estime la persistance de la diversité et de la différence, et ainsi enrichit l’avenir.

5. Mise à jour du contexte historique
   La Déclaration d’Indépendance proclama la liberté de séparation.
   La Déclaration des Droits de l’Homme proclama la liberté de l’humain.
   Nous proclamons la liberté de coexistence dans la différence.
